(concurring). I concur in the decree on the ground that the Act 50 of 1920 is not applicable to the city of New Orleans. For that reason it is not-necessary to consider the question of constitutionality of the act. I do not concur in the approval of the doctrine of Boyce Cottonseed Oil Co. v. Board of Commissioners, 160 La. 727, 107 So. 506.
